ASPU Seminar: Political, Legal, and Social Dimensions of Decree No.7, 2022, pardoning of Terrorist Crimes

Under the title “Political, Legal, and Social dimensions of decree no 7 of 2022, on pardoning of terrorist crimes “was held by ASPU. It was attended by university vice president Dr. Rania al-Zarir, several Baath party officials including Ayham Hourani, Dr. Rania Haddad, and Khawla Bishara, head of the university NUSS branch Majd al-Hamad, and university teaching staff and administrative members.

In an opening speech, Baath Party official   Dr. Badi’ Mesto, said that  amnesty decree No. 7 of 2022 is the largest and most comprehensive of the so far  issued pardoning  decrees, by  President Bashar al-Assad,  the Secretary General of the Arab Socialist Ba'ath Party.

Member of ASPU Board of Trustees, who is also professor of Criminal Law at the Faculty of Law, at both Damascus University and ASPU   said that this decree is unique of its kind in the world in granting a general pardoning in the way, it was issued under the legislative decree no 7 of 2022.

He stressed that the said decree, which was comprehensive concerning crimes stipulated in Anti-Terrorism Law No. 19 of 2012, came within a stable legislative policy aims at achieving a set of political, economic, social, humanitarian and legal goals.

For his part, Judge Nouri Fares, head of the military misdemeanor division at the court of cassation said that the pardoning provided under the said decree decriminalizes all the criminal acts mentioned in the Anti-Terrorism Law No. 19 of 2012 and their ramifications with all related measures and additional penalties, etc., except for crimes that led to the death of a person.
